The freeway (694)near our home has a 40mph minimum posted but the recent encounter with Anoka Sheriff dept of a woman being stopped for impeding traffic while going 47mph has me stumped. Driving on Hwy 10 from Fridley to St Cloud I make the trip in less time driving under 60 mph and staying in the right lane than I do driving faster. What is the minimum speed limit?
