I understand that cyclists have the same rights on the road as motorists, but what recourse do motorists have to report unsafe / reckless behaviour of cyclists? Bicycles don't have registration plates like cars do, so cyclists can not be identified. I have heard several stories from motorists about angry cyclists causing willfull damage their vehicles (kicking them etc) because they were upset with something the driver did.
